It is important to recognize that the consensus legal opinion states that it is entirely permissible with using Zakat for the purpose of financing a multipurpose Islamic Center in a non-Muslim country, as this is “fi-Sabil-Allah” (al-Taubah 9:60). A number of 20th century jurists including Muhammd ‘abduh, Rashid Rida, Maulana Mawdudi, Amin Ahsan Islahi, Yusuf al-Qaradawi as well as local Muslim leaders support this opinion. Dr. Muzammil Siddiqi, past President of ISNA, has specifically answered the question of using Zakat funds for helping with construction of mosques.
